We are pleased to announce that the Board of Trustees of the Wesleyan University-Philippines (the “University”) has elected a Wesleyanian University President, MR. IRINEO “BONG” G. ALVARO, JR., PH.D., who shall serve for a term of five (5) years from October 17, 2023 until October 17, 2028.
Mr. Alvaro has almost 20 years of experience as a top executive of multinational Corporations, having served as the Corporations’ Chairman, President, and Chief Executive Officer (CEO). He recently retired as the President and CEO of BB International Leisure and Resort Development Corporation, a leading Real Estate Development conglomerate at the Clark Freeport Zone in Pampanga.
As an educator, Mr. Alvaro was a member of the Board of Regents of Pampanga State Agricultural University, a Professor of the Graduate Studies Department of the Angeles University Foundation, and a Senior Lecturer of the Graduate Studies Department of the University of the Philippines. Mr. Alvaro currently teaches at the Don Honorio Ventura Technological State University- Graduate Studies, and is a member of the Review Quality Assurance Team of the Commission on Higher Education.
As a public servant, Mr. Alvaro was elected as a City Councilor of Angeles City, Pampanga for three (3) terms and became its City Administrator for two (2) years. He served as the Assistant Secretary of the Office of the External Affairs of the President of the Republic of the Philippines, and the Director for Policy, Plans, and Projects of the Subic Alliance for Development Corporation.
Bong is an active United Methodist Church (UMC) member. He served as a Youth Pastor at the Sto. Niño UMC in Concepcion, Tarlac while studying as a student Pastor at the WUP in the late 1970s. He wanted to become a UMC clergy but the circumstances during his time led him to another calling. Yet, Bong’s passion to serve the church remained and this led to the formation of a UMC Mission Congregation in their family property in Magalang, Pampanga, which later was formed into a local church – the Fiona UMC.
Bong is also involved in civic and non-profit organizations. He is the Ambassador for Health for Philippines and Asia of the World Medical Relief, Inc. He is also the Chairman of Multi-Sectoral Governance Council- the NGO Partner of Jose B. Lingad Memorial Hospital. Bong is also actively involved in NGOs with existing private partnerships with the Philippine National Police.
These NGOs assist the PNP in achieving its peace and order agenda. With Bong Alvaro’s strong corporate and leadership background, the Board is confident that he will effectively, or even excellently perform his functions as the University President.

University and Hospital Facilities Rehabilitation and Improvement Soon Rolling
New President Signs Contracts
December 1, 2023, the very day of his inauguration, the 8th University President, Dr. Irineo G. Alvaro, Jr., hit the ground running, attending a meeting with the Board of Trustees and inking contracts for the rehabilitation and improvement of the Hospital and University facilities. These future improvements were the result of the work of the Transition Management Team headed by the BOT Chairman, Atty. Juanito R. Carlos, Jr. who also served as the University’s Officer-in-Charge.
Aside from creating a positive image and instilling confidence in WUP stakeholders, this manifested the Board of Trustees and Dr. Alvaro’s serious commitment to ensuring that WUP facilities comply with safety and building codes as these would guarantee a safer environment for the employees and clients.
WUP HOSPITAL EMERGENCY ROOM CONSTRUCTION
The existing Emergency Room of the WUP Hospital was constructed in 2007. It had three regular beds and one minor surgery bed.
“There has been a steady increase in hospital census since September. The new ER will be able to cater to more emergency cases and improve its capability for minor surgical cases. It will also boost WUP Hospital’s capacity to handle emergency cases suspected of highly contagious diseases as the new ER will have an isolation area,” Mr. John Caezar Sabas, Hospital Administrator.
By January 2024, the construction of the new ER would begin. It would have seven (7) beds: three (3) regular ER beds, 2 beds for patients under observation, one (1) isolation bed, and one (1) minor surgery bed.
Mr. Sabas added that once the new ER is operational, the Administration will push the renovation of the Hospital Ground Floor to locate the ancillary services (laboratory testing, radiology, physical therapy, etc.) adjacent to the emergency room.
This plan would enhance the emergency response by enabling rapid assessment and diagnosis for a faster initiation of appropriate treatment. Additionally, this would optimize patient flow and lessen the stress, anxiety, or additional trauma both among patients and their families, particularly in
critical situations.
REHABILITATION AND UPGRADING OF THE SEWAGE TREATMENT PLANT
In compliance with government regulations concerning water quality and general effluent standards (DENR AO No. 2016-08) and the Philippine Clean Water Act of 2004 (RA 9275), the University Administration would rehabilitate and upgrade its hospital sewage treatment plant. The sewage treatment plant would play a crucial role in reducing the risk of waterborne diseases by treating potentially infectious medical waste and preventing the contamination of water sources, such as groundwater. The DENR Administrative Order stated that “discharges from any point source shall, at all times, meet the effluent standards to maintain the required water quality per classification.” This directive aimed to preserve the quality of all water bodies, preventing and decreasing pollution and contamination.
SAFETY AND ACCESSIBILITY ENHANCEMENTS
As part of the Administration’s commitment to providing a secure and accessible environment at the WUP Hospital, two units of elevators would be modernized. These elevators would enhance vertical mobility for patients and staff and contribute to the overall efficiency of hospital operations. Improved accessibility would ensure timely and effective medical care, especially in emergencies. In addition, a fire detection alarm system would be installed at the Hospital and Gloria D. Lacson Bldg. (Administration Building). This system would provide early detection of potential fire hazards. The timely identification of fire risks would enhance the safety of occupants and minimize potential damage, injuries, or loss of life.

joined the assembly before the ceremony started,” recounted Ms. Minerva Delos Santos, staff at the Office of Student Affairs (OSA).What was remarkable for Mr. Christian Navarro, OSA staff, about his first encounter with the new University President during the Flag Raising Ceremony was his statement, “In this administration, sama-sama tayong aangat.” To him, it spoke volumes of the resolve of President Alvaro to give premium to the welfare of the employees and students.”It provided me hope that this time, everyone in the University would have equal opportunities for development, growth, and to prove his or her capacity,” Mr. Navarro added.Enzo Gulbique, sophomore BSRT student and Supreme Student Council Deputy Speaker, expressed his hope to see the new president establish excellent and open relationships with students: someone relatable and whose presence would invite people to have conversations with him instead of them feeling intimidated and alienated by him.”The positive message of President Alvaro, especially his statement that we will do everything in our University with God, makes me feel committed as a member of the WUP community and as a student leader to participate in his efforts to bring reforms to the University,” Enzo concluded.
